When I was a teenager, I used to be a babysitter. My uncle / aunt / friends / parents would ask me to look after their young children if they wanted to have 2-3 hours to go to the cinema/a meal by themselves.

In Britain, some grandparents will help look after children but it's not a guarantee, it depends if they are still working.
在英国，（外）祖父母也会帮忙看孩子，不过这不是必须的，要取决于他们是否还有自己的工作或个人的生活追求。
Western parents/grandparents like their independence. They don't always want the burden of raising grand-children.
在西方国家，父母或者（外）祖父母都喜欢自由和独立，不想因为看孩子而增添自己的“负担”。
2 - Duty？
义务？
"Duty" is not a right word. It sounds like a "job", and it's just "want to help".
在西方国家，看孩子不是一份“工作”，也不是“义务”，是想去提供帮助。
Parents may not provide a salary, but they will often provide them some money / nice gifts as to say thanks. I haven't heard about this too much though.
父母不会因为帮忙看孩子给老人发工资（因为这不是工作），不过他们可能会给一些钱（比较精致的礼物）表示感谢。但这种情况还不多见。
3 - Family Conflict？
家庭矛盾？
It's possible it will lead to family conflict, but it would depends how often they refuse. Are the grandparents working? If they did it for two / three years, they would never want to look after babies, then it would cause conflict.
很少会引起家庭矛盾，不过要取决于老人是否也有自己的工作，或者是不是看孩子时间太长了，两三年之久，老人就会不愿意去看孩子了。
